    All persons perished in living districts near frontline in the aftermath of the Armenian aggression shall be deemed as martyrs

    According to Sub Item 1.2.4 of the Rules on eternal commemoration of the status of martyr and applying privileges to the martyrs’ families approved by the decision 10 dated 15 January 1994 of the Cabinet of Ministers of the Republic of Azerbaijan, only civilians perished and missing in the districts neighboring Armenia and in Karabakh due to the Armenian aggression shall be deemed as martyrs.

    Starting from 27 September 2020, Armenian armed forces have started shelling of positions of the Azerbaijani Army and living districts by using different types of weapons by resorting also to military provocations against civilian population in the city of Naftalan located near the line of contact and in the city of Ganja which is quite far from Karabakh. In the aftermath of these attacks, dozens of civilians have died in those living districts while hundreds of citizens were wounded.

    With a view to the current situation created in the country, it became necessary to make amendments to relevant legislation to deem civilians perished in those territories as martyrs.

    The mentioned decision enables deeming as martyrs all civilians that perished or missing as a result of Armenian aggression in the districts neighboring Armenia and in Karabakh, as well as those that have died or went missing in other territories where Armenian military provocations (attacks) were observed.
